DEVELOPMENT AND ATTESTATION OF MEASUREMENT PROCEDURES

Attestation of measurement procedures (methods) is carried out in accordance with Article 5 of the Federal Law on Ensuring the Uniformity of Measurements No. 102-FZ of June 26, 2008:

  • The measurements that have to do with the area of state regulation of ensuring the uniformity of measurements shall be carried out according to attested measurement procedures (methods), except for the measurement procedures (methods) intended for direct measurements involving the use of means of measurement of an approved type that have passed verification. The results of the measurements shall be expressed in terms of the units admitted for being used in the Russian Federation.
  • The measurement procedures (methods) intended for direct measurements shall be entered in the operating documentation for means of measurements. A confirmation of the compliance of these measurement procedures (methods) with the compulsory metrological requirements applicable to measurements shall be provided in the course of approval of the types of these means of measurements. In the rest of cases a confirmation of the compliance of these measurement procedures (methods) with the compulsory metrological requirements applicable to measurements shall be provided by means of attesting measurement procedures (methods).  Information on attested measurement procedures (methods) shall be provided to the Federal Information Foundation for the Assurance of Measurement Uniformity by the legal entities and individual entrepreneurs that carry out the attestation.
  • By agreement with Rosstandart the federal executive governmental bodies … shall designate the measurements that have to do with the area of state regulation of ensuring the uniformity of measurements and establish compulsory metrological requirements for them, including measurement accuracy indicators.
  • Rosstandart shall keep a comprehensive list of the measurements relating to the area of state regulation of ensuring the uniformity of measurements.

VNIIFTRI is accredited by Rosstandart for competence to perform the attestation of measurement procedures (methods).  The scope of accreditation covers the measurement procedures (methods) that are based on the application of the following types of measurements: geometrical quantities; coordinates (location) and navigational parameters based on signals of satellite navigation systems; mechanical quantities; flow parameters, flow rate, level and volume of substances; pressure and vacuum; physicochemical composition and properties of substances; physicochemical properties of nanoparticles and nanomaterials; thermal and temperature quantities and parameters; time and frequency; electrical and magnetic quantities and parameters; radio and radioelectronic quantities and parameters, including those applied in telecommunication systems; vibroacoustical, acoustical and underwater acoustical quantities and parameters; optical and opto-physical quantities and parameters; characteristics of ionizing radiations and nuclear constants, including measurements made using measuring systems.

Measurement procedures (methods) are attested according to GOST R 8.563-2009.
