VERIFICATION/CALIBRATION OF MEASURING INSTRUMENTS

  • technical competence in the field of verification of measuring instruments (Cert. No. 075)
  • the right to perform calibration (Cert. No. 003)

Submitting an application:

A verification (calibration) of measuring devices is carried out by application from the customer under an agreement or a guarantee letter provided by the customer.


The application must be on customer’s letterhead and must bear the signature of the director or an authorized representative of the customer.

The guarantee letter must include the same information and bear the signatures of the director and chief accountant, and the official stamp.


The customer may draw up his own agreement in accordance with the standard agreement form available on this web site and send it, in two copies, to the address indicated on the form.


Prior to preparing the agreement or guarantee letter, the customer may wish to request a quote for verification and calibration work (services).


The request for a quote should be completed in the same way as the application.
The quote will indicate the cost of work (services) and the time frame for carrying out the work (services).

Payment for verification work (services):

The terms of payment for verification work (services) are stated in the standard agreement forms but can be specified by agreement with the customer.


The customer should pay for work (services) before submitting a device to the VNIIFTRI verification department.  If the payment has not been credited to the VNIIFTRI account yet, the customer will need to present a copy of the payment order as proof of payment.

Procedure for submitting a device for verification:

The customer should deliver a device (by oneself or through an express delivery service)  to the VNIIFTRI verification department located in Mendeleevo, Moscow region.


A verification department clerk will issue an Application-Receipt for the item to be taken into storage in a storeroom. A copy of the Application-Receipt is given to the customer or his representative. All devices submitted for verification (calibration) must be complete and be accompanied with the operation instructions, the latest verification certificate, and the verification procedure. It is desirable to make a list of what is included with the device in advance.

The devices coming without proof of payment, if not specified otherwise in the agreement, are taken into temporary storage until the funds are credited to the VNIIFTRI account. Once payment is proved, the devices are passed on to the appropriate research department for a verification to be carried out.


After the completion of a verification, the device with the documents confirming the verification results (verification certificate, notification of unserviceability, calibration certificate) is returned to the storeroom. A verification department clerk will phone the customer to inform him that the device is ready to be collected.


The device is handed over to a customer’s representative upon presentation of the following:

  • Letter of authorization to collect the device
  • Application-Receipt

Verification of means of measurement

Verification of means of measurement (the set of operations carried out for the purpose of confirming the compliance of means of measurement with metrological requirements) is carried out in accordance with Article 13 of the Federal Law on Ensuring the Uniformity of Measurements No. 102-FZ of June 26, 2008:

  • The means of measurement intended for being used in the area of state regulation of ensuring the uniformity of measurements are subject to initial verification before they are put into operation and also after a repair, and to periodical verifications in the course of operation. The legal entities and individual entrepreneurs using means of measurement in the area of state regulation of ensuring the uniformity of measurements shall timely present the means of measurement for verification.
  • A verification of means of measurement shall be carried out by the legal entities and individual entrepreneurs accredited in the established procedure in the area of ensuring the uniformity of measurements.
  • The Government of the Russian Federation shall establish a list of the means of measurement to be verified only by the state regional metrological centers accredited in the established procedure in the area of ensuring the uniformity of measurements.
  • The results of a verification of means of measurement shall be certified by a verification mark and(or) a verification certificate. The design of a means of measurement shall allow the application of a verification mark in a visible place. If the details of the design or the operating conditions of a means of measurement do not allow the application of a verification mark directly to the means of measurement it shall be applied to the verification certificate.
  • The procedure for a verification of means of measurement, the requirements applicable to a verification mark and to the content of a verification certificate shall be established by Rosstandart.
  • Information on the results of a verification of means of measurement intended for being used in the area of state regulation of ensuring the uniformity of measurements shall be provided to the Federal Information Fund for Ensuring the Uniformity of Measurements by the legal entities and individual entrepreneurs that carry out the verification of means of measurement.
  • The means of measurement not intended for being used in the area of state regulation of ensuring the uniformity of measurements may be verified on a voluntary basis.

VNIIFTRI is accredited by Rosstandart for competence to perform the verification of measuring instruments. The scope of accreditation covers:

  • Measurements of geometrical quantities (long distance)
  • Measurements of coordinate differences based on signals of satellite navigation systems
  • Measurements of mechanical quantities (hardness)
  • Pressure and vacuum measurements (high and ultra-high pressures)
  • Measurements of physicochemical composition and properties of substances
  • Thermal and temperature measurements
  • Time and frequency measurements
  • Measurements of electromagnetic quantities
  • Radio measurements
  • Vibroacoustical measurements (acoustical and underwater acoustical quantities)
  • Measurements of characteristics of ionizing radiations and nuclear constants, EPR spectroscopy

Additionally, there is a capability to verify a limited range of measuring instruments of the following types:

  • Measurements of flow parameters, flow rate, level and volume of substances
  • Optical and opto-physical measurements

VNIIFTRI has the capability to perform the verification of high-precision measuring instruments against primary standards.

Calibration of means of measurement

license-science 20120529 1835894810Calibration of means of measurement (the set of operations carried out for the purpose of assessing the true values of metrological characteristics of means of measurement) is carried out in accordance with Article 18 of the Federal Law on Ensuring the Uniformity of Measurements No. 102-FZ of June 26, 2008:

  • The means of measurement not intended for being used in the area of state regulation of ensuring the uniformity of measurements may be subjected to calibration on a voluntary basis. The calibration of means of measurement shall be carried out as involving the use of the unit standards traceable to the primary state standards of the relevant units or to the national unit standards of foreign countries if there are no relevant primary state unit standards.
  • The legal entities and individual entrepreneurs carrying out the calibration of means of measurement on a voluntary basis may be accredited in the area of ensuring the uniformity of measurements.
  • The results of a calibration of means of measurement completed by the legal entities and individual entrepreneurs accredited in the established procedure in the area of ensuring the uniformity of measurements may be used in the verification of measuring instruments in the procedure established by Rosstandart.

VNIIFTRI is accredited in the Russian calibration system for the right to perform calibration. The calibration scope of accreditation corresponds to the verification scope and covers:

  • Measurements of geometrical quantities (long distance)
  • Measurements of coordinate differences based on signals of satellite navigation systems
  • Measurements of mechanical quantities (hardness)
  • Pressure and vacuum measurements (high and ultra-high pressures)
  • Measurements of physicochemical composition and properties of substances
  • Thermal and temperature measurements
  • Measurements of electromagnetic quantities
  • Radio measurements
  • Radioelectronic measurements
  • Vibroacoustical measurements (acoustical and underwater acoustical quantities)
  • Measurements of characteristics of ionizing radiations and nuclear constants,EPR spectroscopy

VNIIFTRI has the capability to perform the calibration of high-precision measuring instruments against primary state standards.

 

Under the mutual recognition arrangement on measurement standards and calibration and measurement certificates issued by NMIs (CIPM MRA), VNIIFTRI has been authorized to use the CIPM MRA logo in its calibration certificates covered by its calibration and measurement capabilities published in the BIPM KCDB www.kcdb.bipm.org, Appendix C). Calibration certificates with the CIPM MRA logo are internationally recognized like ILAC certificates.
